and called on the Consul-General Mr. James Scott, but I did not

have the pleasure of seeing him, one of his staff however

received me, and told me that the Consul could not register me

in Canton and that the reason for his refusal was that I was

dressed in Chinese costume.

I do not know whether that reason is valid

and legal or no, and I desire to ascertain the views of the

Government on that point. Besides the Consul-General at Canton

seemed to have misunderstood my application for registration. I

did not want to register myself as a British subject resident

in Canton or in any part of China within Chinese jurisdiction,

but as a resident in Macao under the Portuguese Government.

I shall be much obliged if you would move

the Government to assist me in getting myself recognised and

registered as a British-born subject in the Consulate at Canton,

and my son's birth registered in H. B. M's. Vice-Consulate at

Macao.

H. B. M's. Vice-Consul has informed that

under ordinary circumstances he registers the birth of children

of British subjects born in Macao.
